Wet pad, most likely, over a slab that has not dried. Click-lock floors are not sealed at the seams, so water gets under a plank easily and then has almost nowhere to go. The surface reads normal to a hand and to a pin meter, which is why we lift a plank at the edge of the room and read what is underneath. If the pad is wet it comes out; the slab itself dries fine once air can reach it.
